Is the plugin supposed to create the database itself? Because my copy didn't and I'm unfamiliar with creating databases. Any advice?

The plugin doesn't create a database - It's creating an additional table in your database containing the other wordpress tables.

Be aware: This only works from WordPress Version 2.0 and upwards. Have a look at this thread.
